goo/F. 11204/26 December 1926 Indian Opium for Macao. It is

understood that Portugal has now adhered to the Opium convention and that Macao will institute

Government monopoly on 1st July 1927. Macao Government anticipate considerable difficulty in establishing Government monopoly owing to opposition of vested interests and fear adequate supply of opium from normal sources cannot be obtained in time to start Government monopoly on 1st July Macao

Government therefore desire to borrow from this Government a few chests of Indian opium to be replace replaced on arrival of the former's supplies which are apparently to come from Lisbon and not from

India direct. I think that we should be well

advised to assist efforts of Macao Government to

control opium traffic and therefore recommend loan
